Additional Protocol I to the Geneva Conventions — Articles 51, 57
Together these articles establish the framework of civilian protection: the substantive prohibition on attacking civilians and indiscriminate attacks (Article 51) and the procedural obligation to take precautionary measures before and during attacks (Article 57).
