D.C. Circuit affirms ruling against the asylum ban

In RAICES v. Mullin (No. 25-5243), a D.C. Circuit panel (Pillard, Walker and Childs; Walker concurring in part and dissenting in part) affirms Judge Moss's summary judgment and class certification, holding that the proclamation and guidance are unlawful to the extent they circumvent the INA's removal procedures and the right to apply for asylum or withholding of removal. The entry suspension itself was not challenged.
