ICE Agent Kills Silverio Villegas González in Franklin Park, Illinois; Body Camera Undercuts DHS Account
On September 12, 2025, during Operation Midway Blitz, an ICE agent shot and killed Silverio Villegas González, a 38-year-old Mexican cook and father of two with no reported criminal record, in Franklin Park, Illinois. The Cook County medical examiner ruled the death a homicide; the bullet entered the back of his neck. DHS said an agent was 'seriously injured' after being 'dragged a significant distance,' but body-camera video obtained by the Chicago Sun-Times shows the agent telling local police he was 'dragged a little bit' and that his injuries were 'nothing major.' Illinois State Police opened an investigation in May 2026.

First Circuit vacates the district court order
In Doe v. Noem (No. 25-1384), a First Circuit panel (Gelpí, Kayatta and Montecalvo) vacates Judge Talwani's order, holding that the plaintiffs had not made a strong showing that the termination exceeded the Secretary's discretion or was arbitrary and capricious. Constitutional and other claims not before the court remain pending.

Immigration Judge Jamee Comans ruled Khalil deportable to Syria or Algeria on the ground that he willfully misrepresented organizational memberships when he applied for his green card.
